Kyoto has opened a new solar-powered tram line connecting the historic Higashiyama district to the central station, aiming to cut tourist-season emissions and ease road congestion.
Japan's Meteorological Agency, in partnership with three major telecom providers, has launched a nationwide upgrade to its earthquake and tsunami early warning system, incorporating machine learning models trained on decades of seismic data to shorten detection-to-alert times significantly.
The new system, branded "SokuChi" (instant knowledge), analyzes primary wave (P-wave) data from over 4,000 seismographic stations across the archipelago and uses predictive modeling to estimate the intensity and arrival time of secondary waves before they hit populated areas. Officials say this can provide residents in high-risk zones with up to 90 seconds of additional warning compared to the previous system.
"Every second matters when an earthquake strikes," said Hiroshi Tanaka, director of the Japan Meteorological Agency's Seismology Division, at a press briefing in Tokyo. "This upgrade doesn't just detect faster, it predicts more accurately, which means fewer false alarms and more trust from the public."
The system pushes alerts directly to smartphones via a dedicated emergency broadcast channel that bypasses normal network congestion, ensuring messages arrive even during high-traffic periods immediately following a seismic event. Alerts are automatically translated into 14 languages to accommodate the country's growing population of foreign residents and tourists.
Coastal municipalities have also received upgraded tsunami buoys equipped with satellite uplinks, replacing aging equipment that in some cases dated back over 15 years. Local governments in Miyagi and Fukushima prefectures, both severely affected by the 2011 tsunami, were among the first to receive the new infrastructure.
Public reaction has been largely positive, though some experts have raised concerns about over-reliance on automated systems. "Technology should support human judgment, not replace it entirely," said Dr. Aiko Sato, a disaster preparedness researcher at Tohoku University. "Communities still need to practice evacuation drills regularly, regardless of how advanced the warning system becomes."
The rollout comes amid heightened public attention to disaster preparedness following a series of moderate earthquakes along the Nankai Trough earlier this year, which reignited fears of a long-anticipated "megaquake" scenario that seismologists have warned could affect the Pacific coast within the coming decades.
